「ル・モンド」などでは10年程前から時折記事になっているが、日本の受刑者の中で高齢者の割合が増加し続けている。特に女性の場合が顕著である。
22年は、男性受刑者の23.1％、女性のなんと33.2％が高齢者（70歳以上）である。
検挙数に至っては、22年度の82，5％が女性高齢者である。ここまでは今日の東京新聞に出ている。
しかし、その背景の分析がない。
勿論受刑者、特に女性の受刑者・検挙者のここ10年（20年）の急増は少子高齢化社会の「反映」などではない。
単身・低学歴の女性の貧困が最大の背景である。つまり、これらの人々にとっては刑務所が老人ホームの「代わり」となっているのだ。
つまり、刑務所は家賃もいらないし、診療施設もある。また「孤独ではない」＝「仲間」がいる、ことも重要だ。
元来、万引き・窃盗などの軽微な犯罪なので、刑期は短い。従って釈放された後、途方に暮れて「自発的に」再犯して、また戻って来る人も多いという。
この状況程日本の「福祉の貧困」を象徴するものはない。
従って、軍事倍増で福祉予算を削減している場合ではないのだ。
メディアなどではやはり高学歴の若者ないし子供が「絵になりやすい」。
しかし単身高齢女性の貧困にももっと目を向けるべきだろう。
