Another Twitter user reported her account was also suspended for the same reason, saying she didn’t know what she had done to trigger the ban.
Twitter didn’t respond to questions about the suspensions. Both Ms. Wang’s and the other user’s accounts were reinstated Wednesday shortly after The Wall Street Journal inquired about them.
Vickie Wang, a freelance writer and stand-up comedian in Taipei who had been retweeting videos and photos of protests, along with images of cats, to her roughly 500 followers, said her account was suspended Wednesday.
Twitter said in a message to her that the platform can’t be used “in a manner intended to artificially amplify or suppress information or engage in behavior that manipulates or disrupts people’s experience on Twitter.”

Adding to the challenge for Chinese censors are accounts on Twitter and Instagram like @whyyoutouzhele@twitter.com. They can act as repositories for the videos, allowing them to be re-downloaded and reposted after they are deleted from the Chinese internet.

張榮豐透露，台灣當時想派人到美國去解釋，美國拒絕了。他後來與殷宗文、林碧炤還有另外一位民間人士，4人在7月30日搭機到東京，美方除了時任國防部亞太副助理部長坎貝爾以外，現場還有一些高階的官員。
「那場會議很不愉快」。張榮豐回憶，美方質疑這麼重要的事為什麼不先通知；他們則告訴美方，中共的戰機開始出來了。「美方說你們（台灣）自己這邊先搞定，中共那邊他們（美方）會去搞定」。他們向美方解釋為什麼要提出「特殊的國與國關係」，對方回應I don’t care（我不在意），他們比較在意的是What’s next（你們接下來要幹什麼）。
張榮豐說，美國人會中提出蘇起必須要下台、負起責任，認為整個事件是因為蘇起以陸委會主委的身分，宣布從此不再有一個中國。他們回台後向李登輝報告，但李登輝並沒同意，因為人事不允許美國指手畫腳。
張榮豐也反駁，蘇起指99年的危機處理是他做的，這個是違反作業程序。像大宗物資的掌握、油電這一些東西，股市、匯市，甚至軍事的準備，都不是陸委會有辦法指揮，所有應變計畫，都是幕僚團隊做的。
張榮豐強調，蔡英文在報告中講得很清楚：第一個階段是先把法律弄清楚，第二個階段再找政治和兩岸的學者，再加上主管的部門來一起討論，因此這不是少數人關起門來做的研究。
張榮豐說，1998年的12月17日，李登輝開了一次國安會議，各主管單位都有來，包括蘇起。這也代表李登輝不是關起門來做這個決定，國安會已經先預告了。
至於李登輝接受德國之聲訪問拋出兩國論，張榮豐說，當天詢答內容由時任新聞局長程建人和蘇起草擬，李登輝看了稿子後不滿意，叫時任國安會副秘書長林碧炤重擬一份。後來，李登輝用鉛筆在某一段畫一個斜槓寫下：「台灣不是叛逃的一省，至少是、兩岸是特殊的國與國關係」。
張榮豐則認為這議題沒成熟，還有兩個階段要溝通，且重要的不是宣示而是行動，因此把這段話劃掉，但李登輝又加回去。
張榮豐表示，他經歷過95年、96年的台海危機，認為這個東西還沒有評估，可能有風險。那天下午李登輝接受德國之聲訪問的同時，他召開幕僚會議開始做危機預防，並打電話給殷宗文，殷宗文也覺得應該要有所準備。
兩國論來龍去脈 張榮豐揭與美方在東京溝通秘辛
前國安會副秘書長張榮豐今天接受媒體專訪揭露「兩國論」折衝祕辛，他表示，前總統李登輝拋出兩國論後，他銜命與美國官員在東京溝通，會議氣氛很不愉快，美方要求時任陸委會主委蘇起下台負責，但李登輝並沒有同意。
張榮豐接受自由時報「官我什麼事」專訪，針對李登輝於1999年7月9日接受德國之聲訪問時拋出「兩國論」，他澄清，前陸委會主委蘇起說這是少數人的決策，不恰當且不符合事實。
他說明，1998年6月30日時任美國總統柯林頓在上海宣布對台三不政策。7月上旬時任國安局長殷宗文訪問德國，見了德國總理柯爾，柯爾建議台灣應該找國際法學者幫忙設計，強化台灣國際地位。
殷宗文回國後向李登輝報告，同時也有位日本學者向李登輝建議，應該在國際法庭上採取行動，才能鞏固台灣的地位。
同年9月，李登輝正式成立小組。由於當時在國安會任職的現任總統蔡英文專長是法律，張榮豐因此建議請她來負責。9月的時候，提出正式的報告。
談話結束後兩天，中共中央台辦、國台辦發言人發表談話，直接點名批評李前總統「公然把兩岸關係歪曲為國與國關係，暴露其一貫蓄意分裂中國領土和主權的政治本質」，認為李登輝路線已從「獨台」轉向「台獨」。
之後，經過十多天對兩國論的觀察及開會研判，江澤民決定取消時任大陸海峽兩岸關係協會會長汪道涵的訪台計劃。此後直到2000年3月台灣總統大選前，不但停止海協會與海峽交流基金會兩會交流對話機制，也決定台辦官員暫停赴台。
「兩國論」對兩岸關係影響深遠。在兩國論後，2000年民主進步黨籍總統陳水扁執政，兩岸關係幾乎停滯。
