Like there's both good and bad aspects so you're unsure which way to feel.
Yeah, I see that type of usage in English and Finnish as well and I suppose it's a way of not trying to start an argument. It's just very passive aggressive and I dislike it too.

If it's about general behaviour and not something that's a matter of taste, people should at least elaborate why they feel that way.

for english, say "i don't know..." in doubting tone always means like that "i think you're wrong...
