Attacks may target only combatants and military objectives. @bfried68 It would be the same challenge as if terrorists were firing on civilians from from office block packed with civilians... What you wouldn't do is blow up the office block...
... or if a terrorists fired on victims from a crowd ... You wouldn't rake the crowd with machine-gun fire...
