The US policymakers don’t care much about brown civilian casualties. Here’s a graph of civilian casualties during the US war in Iraq (from Statista). The US troops left Iraq in 2011, but the US was involved in occasional bombing since then. Civilian deaths have become so normalized among the US policy circles.
