This is a study of targeting of national grids by US Air Force in the Korean War, the Vietnam War, and the Gulf War (in all three cases about 90% of power generating capacity was destroyed). Griffiths concludes that the effects were basically insignificant.
Here's what he argues about the effect on morale and the impact on the adversary's policy. His conclusion: morale suffered, but no impact was observed.

Elsewhere, he argues that there was considerable reputational damage sustained by the United States as a result of these attacks on civilian infrastructure. Griffith concludes that national electrical grids are just not a "viable target."
