Iirc some JP instances do not federate with EU hosted instances because they don't know how GDPR will affect things. Learnt about it in one of the instances I was in previously
@geraineon I was shopping for instances n there was one that refused EU ppl from signing up

@geraineon either they region block or just write the rules but don't enforce
